In my experience, the members of the new team are chosen to take over the new startup but are not paid directly by the venture builder. The new team is being handed a startup with market traction and they need to go out and find funding for it from vc investors and/ or angel investors. From there, they operate as any new founding team would. They negotiate their salaries with the funders and that money typically comes out of the capital invested in the startup as an operating cost.
